Mark G. Simmons, a native South Carolinian, was born in Columbia and grew up in the upstate town of Anderson, SC. Mr. Simmons received a Bachelor of Arts in Political Science from Clemson University in 1983. Graduating summa cum laude, he continued his academic studies and received a Masters of City and Regional Planning from Clemson University in 1985. Mr. Simmons has continued post-graduate studies at the University of North Carolina- Chapel Hill, the University of South Carolina and is a 1990 graduate of the Economic Development Institute at the University of Oklahoma. He has also been a guest lecturer at Clemson University and the Tate Center for Entrepreneurship at the College of Charleston.
Mr. Simmons maintains membership and is active in numerous professional organizations. Some of these include the International Economic Development Council (IEDC), the Southern Economic Development Council (SEDC), the Industrial Asset Management Council (IAMC), and the SC Economic Developer’s Association. He is a past member of the Board of Directors of the Southern Economic Development Council and is a past president of the SC Economic Developer’s Association. Mr. Simmons is also recognized in Who’s Who in Economic Development and Who’s Who in the South and Southwest. In 1991, he was awarded the Certified Economic Developer designation by the American Economic Development Council (AEDC).
Mr. Simmons currently serves as the Senior Principal of the Economic Development Division of Parker Poe Consulting, LLC. Parker Poe Consulting, a wholly-owned subsidiary of Parker Poe Adams & Bernstein, offers a full complement of services, including lobbying, legislative monitoring, economic development and site selection consulting, crisis management and image counseling, to support some of the Southeast's most prestigious companies as well as providing valuable state-level counsel to global companies. Clients include healthcare companies, public utilities, manufacturing companies, higher education institutions, and counties and municipalities.
Through its Economic Development Division, Parker Poe Consulting offers professional, specialized site location and incentive negotiation services to businesses and industries considering the expansion and/or relocation of physical operations in North America. In addition, the company also provides strategic and tactical economic development consulting services to those state, regional and local economic development organizations (EDOs) that wish to attract new capital investment and job opportunities to their respective service areas.
Prior to joining PPC, Mr. Simmons served as the Executive Vice President for the Central South Carolina Alliance for over 15 years. The Alliance is a non-profit, public/private partnership charged with the economic development and industrial recruitment duties and responsibilities for a thirteen-county area within the Midlands of South Carolina. Mr. Simmons has served in various other positions over the last 25+ years within the field of economic development in both North and South Carolina. During his career, Mr. Simmons has been directly involved in assisting in the recruitment and expansion of industries which have accounted for over $13 billion in new capital investment and the creation of over 85,000 new jobs.
Christine is a Principal in the State and Local Tax Practice and the Global Location and Expansion Services (GLES) Practice of KPMG LLP, based in Columbus, Ohio. Christine has over 20 years of experience at both the state and local level in economic development, including site selection / location analysis, business incentives and credits.
Prior to joining KPMG in January 1999, Christine was the Special Assistant Director at the Ohio Department of Development. She specializes in site selection and negotiating and implementing tax incentives for expanding and relocating companies. Christine has also had experience in many aspects of consulting with communities and public and private entities on economic development issues such as location analysis, targeting and community preparedness.
· Leads, designs and negotiates site selection, location analysis and business incentives for expanding and relocating businesses.
· Analyzes strategic options and recommends capital expansion strategies.
· Assists companies in minimizing start-up costs by maximizing up-front benefits.
· Provides assistance to clients with site selection and incentive negotiation projects ranging from 100 jobs to more than 1000 jobs and investments ranging from $10 million to $2 billion.
